SPCF, ACPO, LGU partner to reinforce safe community in AC
ANGELES CITY — Strengthening community-based policing and reinforcing collective efforts to maintain peace and order, the Angeles City Police Office (ACPO), Systems Plus College Foundation (SPCF), the local government unit, and community stakeholders have formalized a partnership for the establishment of a police command post within SPCF campus on October 15. The partnership was formalized through the signing of a Memorandum of Agreement, followed by a ribbon-cutting ceremony marking the official establishment of the facility.
SPCF Executive Vice President Lean Happie Bustamante led the turnover of the facility to ACPO, headed by Police Colonel Robert Domingo, in an initiative aimed at enhancing police visibility, promoting a safer environment for the college community and nearby areas particularly Barangay Balibago, Ninoy Aquino, Pulung Maragul and Pandan.
Fostering close ties to academe and law enforcement, Domingo said at least 25 police personnel would be deployed to the post to strengthen security operations and ensure a more visible police presence within and around the campus.
Strategically located inside the SPCF campus near the College of Criminology building and the Abacan access road, the 20-foot command post is constructed from repurposed shipping container vans, reflecting a practical approach to providing a dedicated space for police personnel.
The facility is equipped with energy-efficient air-conditioning units, bunk beds, and kitchen appliances, with support from Savers Appliances donated the air-conditioning unit and furniture for the facility. Balibago Barangay Chairman Joseph PG Ponce provided kitchen utensils and committed force multipliers to assist police operations, while Pulung Maragul Barangay Chairman Edgar Avillon donated kitchen appliances.
Bustamante emphasized that the initiative is intended to benefit the people of Angeles City, clarifying that the facility is meant to support police personnel rather than serve as a detention center.
“We have been doing partnerships with PNP for the past 16 years and this is one of the most important projects because its a collaborative effort with the Angeles City LGU and stakeholders. Hindi po ito magiging detention center. Ito po ay office and comfortable facility para sa ating mga kapulisan na matagal na nating katuwang sa pagpapanatili ng seguridad sa community,” Bustamante said.
Her statement highlighted the partnership between SPCF and the local police, whose collaboration has long been instrumental in maintaining peace and order in the community.
The turnover ceremony was attended by Barangay Balibago Chairman Joseph PG Ponce, Angeles City Information Officer Jay Pelayo IV, Angeles City Vice Mayor Amos Rivera, Savers Group Holdings President and CEO Jansen Ivan Uy, and SPCF College of Criminology Officer-in-Charge Dean Leslie Gechelle Cuevo.
The establishment of the command post marks another step toward strengthening community-based policing in Angeles City, bringing law enforcement closer to the people it serves while reinforcing the shared responsibility of schools, local government, businesses, and communities in building a safer environment for all.
