Iceland Climate Bill Proposes Action on Missed Targets

A new climate bill would require the government to assess the costs of addressing emissions shortfalls. It would also require the government to propose stronger measures if Iceland is not on track to meet its climate commitments.

Environment, Energy and Climate Minister Jóhann Páll Jóhannsson presented the bill that would replace the main climate-law framework dating from 2012.

Proposed Climate Law Links Missed Targets

The bill proposes clearer responses when emissions accounting shows Iceland is off track.

It would strengthen independent scientific advice and require attention to the social effects of climate policy.

A review of the basis for the 2040 carbon-neutrality goal is proposed before the end of 2027.

Accountability and Scientific Advice

According to the ministry, a projected shortfall would trigger an assessment of financial costs, reporting in the state accounts and proposals for more effective action. The bill also places greater emphasis on adaptation and resilience.

The proposal would reinforce the Climate Council’s scientific role and allow implementation teams to work across ministries. It remains a bill before Parliament, not an enacted change.

What the 2040 Review Means

The proposed review concerns how carbon neutrality is defined and measured and whether the existing goal is realistic. It does not itself announce that the 2040 target has been abandoned.

The proposal follows publication of preliminary national emissions figures and government work on state-owned wetland restoration . Measurements and measures of this kind would sit within the proposed framework if the parliament approves it.
